GENEVA (ILO News) – The International Labour Organization (ILO) and the European Commission (EC) will co-host the Just Transition Pavilion at UN Climate Change Conference COP31, bringing together governments, employers, workers and other stakeholders to advance climate action that creates decent jobs, protects livelihoods and promotes social justice.

Under the theme of advancing a just transition from commitment to implementation, the Pavilion will provide a platform for exchanging experiences, sharing practical solutions and strengthening cooperation. Discussions will focus on translating climate commitments into policies, investments and programmes that support workers, enterprises and communities in the transition to greener economies.

Organized for the fifth consecutive year, the Pavilion is a joint initiative of the ILO and the EC, in collaboration with the International Organisation of Employers (IOE), the International Trade Union Confederation (ITUC) and the United Nations Framework Convention on Climate Change (UNFCCC).

The Just Transition Pavilion at COP31

The official opening of the Just Transition Pavilion will take place on 13 November, from 16:30 to 18:30, bringing together stakeholders to reaffirm the importance of placing decent work and social justice at the heart of climate action.

The programme will focus on four interconnected areas: workforce readiness and labour market policies; managing the distributional impacts of climate action; social dialogue and stakeholder engagement; and sectoral pathways for a just transition.

Throughout COP31, the Pavilion will provide a platform for dialogue, knowledge-sharing and exchanges of practical experiences on advancing a just transition at global, national, sectoral and local levels.

Discussions will showcase practical approaches to anticipating labour market changes, developing green skills, strengthening social protection, promoting sustainable enterprises and mobilizing finance to ensure that the benefits of the transition are shared fairly.

As host of COP31, Türkiye will organize a dedicated Türkiye Day highlighting national experiences and priorities and fostering exchanges on practical approaches to implementing a just transition.

Other events will explore inclusive climate policies, a fair transition away from fossil fuels and strengthened international cooperation, including through the development of a Just Transition Mechanism that supports decent work, labour rights and social justice.

ILO contribution to COP31

As an observer at COP31, the ILO will provide technical expertise and policy advice to support the integration of decent work and social justice into climate negotiations, decision-making and implementation.

Drawing on its Guidelines for a just transition towards environmentally sustainable economies and societies for all, the ILO will advocate for climate policies grounded in social dialogue, respect for international labour standards, sustainable enterprises, universal social protection, occupational safety and health and skills development.

The Organization will also emphasize the importance of coherent climate and labour market policies, and of mobilizing investments that deliver both environmental and social benefits.

Through its engagement at COP31, the ILO will seek to strengthen international cooperation and support countries in translating climate commitments into practical action that creates decent work, protects livelihoods and advances a just transition for all.
